| ----------- NAME & OBJECTS -----------
|
| This association of catholic clubs and parishes was originally founded in 1959 and shall be called the Warrington Catholic Bowling League. And affiliated to the Lancashire County Bowling Association.
|
|
|
| 1.1 The Objects of the league shall be to organise, and to promote competitive crown green bowling for clubs or parishes, and to arrange league matches and other competitions connected with the association in accordance with a view to the interest and fellowship to donate to charitable organisations.
|
|
|
| ----------- MEMBERSHIP -----------
|
| 2.1 Membership shall be open to Catholic Clubs or parishes within the Warrington area as the council may approve.
|
| 2.2.Registration of members shall be completed annually after the A.G.M.
|
| 2.3 New clubs ie, those not in membership the previous season and seeking membership should complete an application form and forward to the league secretary to arrive no later than the 31st December.
|
| 2.4 Existing clubs seeking re-affiliation should complete a re-affiliation form, and forward to the league secretary no later than the day of the first secretary meeting of the new season.
|
|
|
| ----------- FINANCES -----------
|
| 3.1 Annual registration fee’s are payable on or before 31st May
|
| 3.2 Team fee’s shall be set annually at the A.G.M.
|
| 3.3 Challenge cup fee’s shall be set at annually at the A.G.M.
|
| 3.4 Players registration fee’s shall be set annually at the A.G.M.
|
| 3.5 All money shall be placed in a suitable bank account, and for withdrawal purposes the treasurer and secretary are authorised to sign.
|
| 3.6 All club secretaries shall have access to the books of accounts held in the custody of the treasurer.
|
| 3.7 The treasurer shall present to the A.G.M. a duly audited statement of accounts for the year-end in 30th November.
|
| 3.8 Honorary auditors shall be elected at the A.G.M.
|
|
|
| ----------- ADMINISTATION -----------
|
| 4.1 The offices of the league that shall be at the A.G.M. shall be,
|
| (1) President (2) Chairman (3) Vice Chairman (4) Secretary (5) Treasurer (6) Auditors (7) Fixture Secretary.
|
| 4.2 The league shall be administered by the appointed officers and a secretary or delegate for each registered club or parish.
|
| 4.3 The league committee shall have powers to fill committee vacancies co-opt members and form sub committees; also it shall be responsible for the interpretation of all the league rules.
|
| 4.4 A quorum shall be ten members including their officers i.e.: Chairman Secretary Treasurer Vice- Chairman.
|
| 4.5 The league shall be controlled by the above committee and will be responsible for the major business of the league, and shall act the ultimate authority in cases of appeal against a ruling of the management committee; a quorum shall be twenty members.
|
| 4.6 The management committee shall have authority to award life membership to members of the league in recognition of meritorious work.
|
|
|
| ----------- MEETINGS -----------
|
| 5.1 The A.G.M. shall be held in January of each year, all clubs shall receive 21 days notice of the date, time, and venue. The business of the A.G.M. shall include the following;
|
| (1) To read and consider the minutes of the previous and any extraordinary general meetings held since that date, and take matters arising there from.
|
| (2) To receive and consider the reports of the secretary, treasurer and auditors.
|
| (3) To elect offices for the ensuing season.
|
| (4) To consider A.O.B., any registered member of the league may attend the A.G.M. clubs one vote each. The chairman shall not have a casting vote in the case of a tied vote, the motion under consideration shall be declared lost. Clubs not in attendance at the A.G.M. at the or rules revision meeting will be fined 50p.
|
| 5.2 Extra-ordinary general meeting, on receipt of a requisition signed by at least six member clubs, or on instructions of the management committee the secretary shall call an extra-ordinary general meeting, all clubs shall receive seven days notice and only business in the notice shall be transacted.
|
| 5.3 General finance and rules revision meeting. This meeting shall be held in November of each year to consider (1) finance (2) Team handicaps (3) To resolve any proposed changes to league rules.
|
| 5.4 No new rules shall be made, or rule altered or rescinded except at a general meeting called for this purpose, clubs wishing to put amendments to any proposed alterations must give full details in writing on or before the 25th October, to the league secretary who will notify all clubs of the proposals and amendments which will be considered at the rules revision meeting. Alterations to the rules, which are proposed by the committee, shall be similarly dealt with, if an extra-ordinary general, is called for the purpose of considering rule alterations, then amendments to the proposition will be accepted at the meeting, any changes to the league rules may be made on a simple majority vote.

|
| ----------- LEAGUE MATCHES -----------
|
| 6.1 Each team will consist of twelve registered players.
|
| 6.2 Twelve cards must be drawn.
|
| 6.3 A member of the original team cannot return, once his name has been erased from the sheet.
|
| 6.4.in case of unresolved dispute on the card, both captains to resolve the situation, markers stand together and check and agree scores every third end.
|
| 6.5 Match start times shall be as follows, April - August 18-45hrs May June July 19-00hrs. Teams that have floodlights, matches to commence at 19-00hrs throughout the season.
|
| 6.6 Practice home teams to clear the green 20 minutes before start of play. Away teams to practice for 10 minutes prior to the start of the match.
|
| 6.7Individual blocks to be used in league matches.
|
| 6.8 All games to be 15 up off level, team handicaps to be added to the total score at the end of the match to give a final result.
|
| 6.9Absentees from any game shall not have any score recorded; the opponent shall be awarded the game 15-0.
|
| 6.10 The home team shall be responsible for the final match team sheet, and both team captains to sign as a true record before sending to the league secretary.
|
| 6.11 Teams that have to cancel matches though green unavailability will be informed by the secretary two weeks prior to the match being played.
|
| 6.12 Matches to be played as drawn on team sheets, unless changes by mutual consent between team captains up to the eighth block
|
| 6.13 All match sheets should be provided with a stamped addressed envelopes prior to the season commencing.
|
| 6.14 Teams in the final league table with the same number of points, it will be decided by the biggest difference of the aggregate scores i.e. + For - Against. Teams handicap will be allocated by the management committee held approximately three weeks after players registration meeting, the date of the handicap meeting will also be the final date for individual players registrations.
|
| 6.15 Late registrations must be approved by the management officials, and they have the right to refuse late registrations if an unfair advantage will take place. Teams playing non registered players will be deducted points, ie 15-0for each non registered player.
|
| 6,16 Matches postponed or uncompleted through inclement weather must re-arranged within 14 days of the original fixture by clubs involved, a further 7 days is allowed should the re-arranged date be called off due to inclement weather.
|
| 6.17 Only one team relegated and one team promoted at the end of each season.
|
| 6.18 No practice will be permitted on selected greens once the draw has been made, and players drawn to play on greens of which they are members on that particular green within 48 hours of the competition, except for officially pre-arrange games.
|
| 6.19 Players living outside the Warrington area must register their name and address, on the registration sheet.
|
| 6.20 Player's registration limited to 12 years of age, before the 1st of October prior to the season comencing.
|
| ----------- K.O. Cups -----------
|
| 7.1 Draw shall be made at the appropriate secretaries meeting and all clubs duly notified.
|
| 7.2 each team will consist of twelve registered players, all games to be played on neutral greens.
|
| 7.3 Each competitor shall start of scratch and play 15 up.
|
| 7.4.Team handicaps to be set by the management committee prior to the season commencing.
|
| 7.5 Practice prior to the game commencing 7+7 of 20 minutes duration.
|
| 7.6 Absentee from any match shall not have any score recorded ie the opponent shall be awarded the game 15-0.
|
| 7.7A player shall not bowl the jack without allowing his opponent the opportunity of seeing his bias before delivery.
|
| 7.8 A team can only claim points when four blocks cannot be on the green.
|
| 7.9 Matches may be brought forward at any time during the season by mutual consent, where teams cannot agree on earlier date then the original date of the fixture list applies.
|
| 7.10 Matches postponed or uncompleted through inclement weather must be re-arranged within 14 days of the original fixture by clubs involved, a further 7 days is allowed should the re-arranged date be called off due to inclement weather.
|
| 7.11 Draw for the final tie to be made prior to the final taking place, by respective captains along with named substitutes.
|
| 7.12 Matches shall be played as drawn on team sheets unless changes are agreed by mutual consent between team captains up to the 8th block.
|
| 7.13 If cup tie is drawn, each team to turn twelve cards over, captains to draw two cards at random, night light permitting, these 4 games will be played with 3/3 of the appropriate team handicap added to the total score.

|
|
| ----------- INDIVIDUAL MERIT -----------
|
| 8.1 Competition open to all registered members of the Warrington Catholic League.
|
| 8.2 Draw to be made at an appropriate secretaries meeting, and all entrants duly notified.
|
| 8.3 All entries must be submitted with the correct entrance fee on entry forms provided by the set at the secretaries meeting.
|
| 8.4 No Practice to be allowed on the green selected for such games during the day of play.
|
| 8.5 Any player not reporting to the referee in charge of the games within 15 minutes after the advertised time of starting the competition will be scratched irrespective of weather conditions.
|
| 8.6 Protests final decisions on objections will be resolved by a full secretaries meeting.
|
| 8.7.Matches to be played on the date drawn.
|
| 8.8 All games to be 21 up off level.
|
|
|
| ----------- PAIRS COMPETITION -----------
|
| 9.1 Competition open to all registered members of the Warrington Catholic League
|
| 9.2 Draw to be made at an appropriate secretaries meeting, and all entrants duly notified.
|
| 9.3 All entries must be submitted with the correct entrance fee on entry forms provided by the set at the secretaries meeting.
|
| 9.4 Three players names must be submitted, any two of who play and no alterations to any team will be permitted after the closing date for entries to the competition.
|
| 9.5 No Practice to be allowed on the green selected for such games during the day of play.
|
| 9.6 Any player not reporting to the referee in charge of the games within 15 minutes after the advertised time of starting the competition will be scratched irrespective of weather conditions.
|
| 9.7 Protests final decisions on objections will be resolved by a full secretaries meeting.
|
| 9.8 Matches to be played on the date drawn.
|
| 9.9 All games to be 21 up off level.
|
| 9.10 players must be from the same club.
|
|
|
| ----------- PLAYER OF THE YEAR -----------
|
| 10.1 Secretaries must forward in writing any member that might have achieved this performance (League matches only).
|
| 10.2 The honour of player of the year will be awarded to the player who achieves most league wins throughout the season, in the event of two or more players achieving the same number of wins, a play off will be arranged.
|
|
|
| ----------- PRESENTATION EVENING -----------
|
| 11.1 At the end of each season the league management committee shall arrange a prize presentation evening usually in November.
|
| 11.2 Each club shall be responsible for the purchase of two tickets for presentation evening.
|
| 11.3 Clubs that do not attend presentation evening, and do not inform the secretary before the presentation evening, prize money will be given to charity.
|
|
|
| ----------- COMPETITION FINALS ----------
|
| 12.1 All competitions finals will be played with standard jacks.
|
|
|
|
|
